I was reading an instruction guide for a pedal build and it stated that one should sand the paint off on the outside of the box beneath the input/output jacks to insure good contact.
I was under the impression that the jacks made contact inside the box.
Is this really necessary?

Ground is ground. Ensure good contact on the inside.

Some may think that the paint may act as a buffer essentially nullifying the metal enclosure as a conduit. You could just jumper a wire between the two jacks ground's to ensure the ground.

Yeah, I just never heard of it being a problem.
On the few occasions that I've had a buzz I wiggled wires around, or added a ground wire (jack to board).
But, I have never paint the inside of the boxes.
