The dropping resistor there should measure around 22K Ohms.

Embarassed Yes your right half the current. I have been taking so many readings off this amp to ground via DC I for got to measure off the 9. Yes it is in fact 6.3V

One of the most heavily modded distortion pedals out there. Ton of variations can be tweaked out this.
